I think this story is about a flag, a flag that represents a country, breezing back and fourth, back and fourth, left and right, left and right and it is showing to everyone who lives in that country where they belong and be proud.
When the authour (John Agard) was saying in the poem in each paragraph, “It’s just a piece of cloth” which I think he meant to say is like it is nothing but only a cloth, hanging there on a gigantic and long pole breezing back and forth for no partictular reason.
But in my opinion, I think that the flag is representing a country and everyone who belongs there and they should all be honoured and proud to live in that country with that colourful, rectangular flag.
The flag is a symbol, a symbol of a national pride which can only inspire loyalty and bravery. This is how you can possess such a cloth, by just asking for a flag.
